Competency isn’t something you claim, it’s something you demonstrate.

It’s my opinion that only people and organisations that can prove competency in the court of law should participate.
I know for a fact that experience alone is not admissible in a court of law. Hence it’s of no surprise that the building safety regulator wants to ensure that the competency is measured correctly and that’s why they’ve adopted what’s called SKEB, skills, knowledge, experience and behaviours.
There’s some organisational responsibilities that need to be in place for this to be effective to protect residents and landlords and so on. SKEB says that organisations, when I’m quoting, must prove that they have the capacity, the support and management systems to deliver competent, compliant work. As a result, and this is just an example, we are ISO9001 compliant.
We are also ISO14001 compliant and we are working towards ISO45001 compliance and that’s going to involve IOSH managing safely for the management team in each of my departments but also IOSH working safely for the people that actually get on with it and complete the work, the risk assessments. Competency can’t be judged on experience.
It’s about working along with the SKEB framework in summary. And first of all, make sure your organization is set up to deliver this.
